He chaired the ISO's Consumer Policy Committee from 1991-1995.

He is Professor Emeritus and past Dept Chairman, Fire Protection Engineering, Univ. of Maryland, USA where he served thirty+ years as faculty, researcher and administrator. He is Principal of Stantex Consultants, a textile, standards and fire safety consultancy with offices in Virginia and in Puerto Rico, USA. Assignments included establishing the textile fiber and fabric import control laboratories in Saudi Arabia. Dr. Spivak is coauthor of two books on standards and standardization, the most recent "Standardization Essentials" published by Taylor and Francis. His PhD is in polymer & fibre science, the Univ. of Manchester, UK.
